HOW TO ACQUIRE EBM SYSTEM:
- Possess a scanned copy of RDB Full Registration Certificate or TIN certificate;
- Possess a scanned copy of VAT Certificate if registered in VAT;
- Copy of ID of the owner of the company or Legal Representative

ONLINE SALES DATA CONTROLLER (OSDC):
- Private Invoicing system must be always online
- Visit RRA Website at www.rra.gov.rw and go through OSDC API technical specifications to integrate your Invoicing system.
- Apply for certification by sending email to cis_sdc_certification@rra.gov.rw with the following required administrative documents attached:
- Business Registration Certificate
- Valid RSSB Clearance Certificate
- Valid RRA Tax Clearance Certificate
- Physical address
- Software Documentation
- Software Support SLA (Service level agreement)
- Template (for suppliers with User)
- Software Support SLA Template (for suppliers with RRA)
- Test Cases Document
- Go through Certification process
- Administrative review (RRA will review submitted document)
- Technical review: RRA certification team will review if all required technical specification are met together with private Invoicing system owner.
- After successfully integrating with Online SDC, RRA will issue a certificate confirms your certification
- Start using your Certified Invoicing system to issue receipts
RRA VIRTUAL SALES DATA CONTROLLER (VSDC)
- Private Invoicing system must be always online
- Visit RRA Website at www.rra.gov.rw and go through VSDC technical specifications to integrate your Invoicing system.
- Apply for certification by sending email to cis_sdc_certification@rra.gov.rw with the following required administrative documents attached:
- Business Registration Certificate

This solution is specifically designed for Large and Medium Taxpayers, both VAT and non- VAT registered taxpayers, as well as other taxpayers who may apply for it.
Non-VAT registered taxpayers, whose annual turnover does not exceed twenty million Rwandan francs ( Frw 20,000,000) and micro or small new registered taxpayer who haven’t filed their first income tax return.
Eligible taxpayers for this solution are those operating in service sector who do not issue more than 10 invoices per month. E.g.: rental property owners, transport service providers, consultants, lawyers, etc
This solution is designed for taxpayers with private invoicing system who need to integrate their private invoicing systems with EBM system.
